R67-2024/02/15- Updates to Time Log, Cost Code, Report and User Maintenance

・Time Log - Shows time log notes on the tiles of Time Log entries.

・Cost Code - Added button to create a new cost code continuously in the same layer.

・Report - Added usage meter column in Fuel Log report

 ・User Maintenance - Enabled deleting users regardless of reference to the user from each feature (except a few cases).
